Louisa N. Ruiz

Hispanic Employment Program Manager

Louisa N. Ruiz is currently serving as the Department of the Navy’s Hispanic Employment Program Manager in the Office of the Deputy Assistant Secretary of the Navy for Civilian Personnel Programs and Equal Employment Opportunity. She previously served as an Equal Employment Opportunity Program Manager of the Naval Sea Systems Command for eight and a half years where she acted as the principal advisor to the Director Human Resources Center on Hispanic Employment Program issues and concerns as well as in all Special Emphasis Programs under the Affirmative Employment Program. She has also been involved in other human resources management projects and team efforts particularly with respect to training and development.

Ms. Ruiz was born and raised in San Juan, Puerto Rico. She is fluent in Spanish and Portuguese. In 1978, she earned her Bachelor of Arts degree with a Major in Spanish and a Minor in Education from the University of Florida, Gainesville, Florida.

Ms. Ruiz started her career working as an Investigator and Mediator for the State of Maryland Human Relations Commission. In this capacity, she investigated discrimination complaints filed by Hispanic Complainants in the areas of employment and housing discrimination. Also as the initial Commission’s Ethnic Specialist she served as a community relations representative for the resident Hispanic and Asian-Pacific Islanders communities.

In 1980, Ms. Ruiz transferred from the State government to the Federal sector to work with the Defense Logistics Agency (DLA) in Alexandria, Virginia. After three years with DLA she was promoted to her first job with the Department of the Navy to serve as the first Naval Medical Command Hispanic Employment Program Manager. Her most significant accomplishments while serving at this Command was the initiation of a pilot cooperative education program involving the recruitment of Hispanic nursing students. She not only developed the plan for the implementation of this program, she also assisted in the recruitment trips and traveled to many Naval Hospitals in an effort to determine the best locations where the student groups would be assigned. In 1988 for her hard work in this highly successful initiative, she was awarded the 1988 Office of Personnel Management Hispanic Employment Program Achievement Award.

Ms. Ruiz has been an active participant in many efforts to promote public awareness of Hispanic Employment opportunities in the Federal government. During her career she has appeared on local Baltimore and Washington DC television and radio programs. In these programs she addressed the rights of individuals who suspected they were victims of discrimination and promoted Hispanic recruitment opportunities.

Ms. Ruiz has three adult children and five grandchildren. She presently resides in Alexandria, Virginia.
