BETTY S. WELCH DEPUTY ASSISTANT SECRETARY OF THE NAVY (CIVILIAN PERSONNEL/EQUAL EMPLOYMENT OPPORTUNITY)

Ms. Welch currently serves as the Deputy Assistant Secretary of the Navy (Civilian Personnel/Equal Employment Opportunity), the senior civilian human resources (HR) advisor within the Department. Her primary focus is to provide leadership for the human resources programs which support the 200,000+ civilian population of the Department. On assuming this position, Ms. Welch began to restructure the Department of the Navy's HR Programs, focusing on a redesign of the headquarters organization and regionalization of HR service delivery with emphasis on best business practices. Prior to this position, Ms. Welch served as the Director of Human Resources for the Defense Mapping Agency. Under her direction, the Agency reengineered its human resources office and implemented numerous innovations in civilian personnel, military personnel, EEO, safety and health, training, personnel suitability/security, and personnel information systems. While in this position, Ms. Welch was selected to be part of a six member human resources transition team challenged with developing the necessary legislation to support the standup of the National Imagery and Mapping Agency. Ms. Welch began her Federal career in 1972 with the Department of the Navy in the civilian personnel management intern program. From July 1980 to July 1983, Ms. Welch served as the Director of the Labor/Employee Relations Division in the Naval Civilian Personnel Command. She was charged with the implementation of labor/employee relations policy for the Department of the Navy, providing advice, guidance and program direction to civilian personnel offices and labor/employee relations specialists worldwide. During 1981, she also managed the Equal Employment Opportunity staff office which was responsible for handling all Department of the Navy formal EEO complaints. In July 1983, Ms. Welch became the first director of the Naval Civilian Personnel Data System Center at Randolph Air Force Base in San Antonio, Texas. Under her direction, the Department began standardization of its civilian personnel information systems to support operating personnel offices at naval activities around the world. Ms. Welch established the new Systems Support Branch of the Defense Personnel Center in 1991, which she managed simultaneously with the Naval Civilian Personnel Data Systems Center until December 1993. Under her leadership, the Defense Department implemented the Defense Civilian Personnel Data System throughout the Services, moving towards standardization of its civilian personnel information systems. In December 1993, the Principal Deputy Assistant Secretary of Defense asked Ms. Welch to return to Washington, DC, to become a charter member of the Defense Civilian Personnel Management Service. She established the Field Advisory Services, implementing reforms which shifted civilian personnel policy and program responsibilities from the components to the Defense Department. Field Advisory Services provides singular policy interpretation and guidance to all Defense organizations in the area of benefits and entitlements, pay administration, classification and labor relations. Ms. Welch graduated from Virginia Commonwealth University in 1971 and holds a bachelor of arts degree in History. She has done graduate work at the University of Maryland.
