Commander Kathlene
Contres, a native of Spangler, Pennsylvania, is a 1977 graduate of Slippery
Rock University, where she received a Bachelor of Science Degree in
Health Education with an emphasis in Sports Medicine. She entered the
Navy in October 1980, receiving her commission from Officer Candidate
School, Newport, Rhode Island in February 1981.
Commander Contres’s initial
duty assignment was at the Naval Audiovisual Center in Washington, D.C.
She transferred in January 1984 to Naval Magazine, Guam as the Quality
Assurance and Safety Officer, responsible for both weapon and personnel
safety. She then reported to Commander in Chief, U.S. Pacific Fleet
in 1985 as the Fleet Retention Officer. A year later, she was reassigned
to the Fleet Manpower Programming Office where she was responsible for
programming billets for all shore activities in the Pacific Fleet claimancy.
In 1989, Commander Contres
reported to Recruit Training Command, San Diego and served in a variety
of billets — among them, Recruit Division Officer and Director of the
Apprenticeship Training Schools. From June 1992 to April 1994, she was
the Officer in Charge of Personnel Support Detachment, Naval Station
Long Beach where she led her detachment in earning a record number of
customer service and personnel accountability awards. After a highly
successful tour, she reported in June 1994 as a student at San Diego
State University where she received a Master of Arts degree in Educational
Leadership.
Commander Contres’s next
assignment was at the Pentagon in Washington, D.C. where she was assigned
to the Chief of Naval Operations, Naval Training Directorate from March
1996 to October 1997. She led the Shore Training Assessments Branch
in providing analysis for the Navy Training budget preparation.
Her most recent tour was
Commanding Officer of the Naval Recruiting District in Buffalo, NY from
December 1997 to February 2000. Her District’s recruiting territory
was comprised of New York and Western Connecticut.
She holds subspecialties
in Manpower, Personnel, and Training as well as Education and Training
Management.
Commander Contres’s decorations
include the Meritorious Service Medal, five Navy Commendation Medals,
Meritorious Unit Commendation, National Defense Service Medal, Overseas
Service Ribbon, and Expert Pistol Medal.
